refrigerator smoker

I am trying to build a smoker out of an old metal refrigerator. I have a size app.15 cu foot. I have a 1500 watt hot plate in the lower 1/3 of the unit with a pan of wood chips for smoke. However, I can not get the wood to smoke or the heat to reach above 150-175 degrees internal temp. I was wanting to use it as a cold smoker for venison/porl dried sausage as well as a hot smoker for pig,brisket,etc. What can do I nee to do to get more regulated heat and smoke?
